Questline part 3 requires "Clear Ruffians "

FYI...neighbors' ruffians don't count toward the 60. I only had 39 to clear in my own town so I had what I thought was a bright idea to get the rest from my friendvilles. Alas, when I returned from my neighbor visits, the questline counter still said I only had 39. :(
