Donuts to dollars

Yeah I do get that spending ANY donuts on in-game cash is not worth it but 600 donuts for not that much cash just seems to me like something put there for novice players to go and buy back when buildings pay out a couple of dollars so it seems like a lot of money. I'm mainly wondering if EA has found it's worth it to keep it that high because even tho the exchange rate is so crazy that most players don't use it a few people do buy it.
