Drop rate for crafting items?
I think they said it's 10% for lockpicks, which is pretty close to what you've got. Criminals spawn quickly and are all over the place. You should have no problem getting them.

Thanks for this info. When you say handcuffs take "3 bouts", what bouts are you referring to? And are they sourced from the HQ, criminals, or ???

I had the same experience. My first four lockpicks came immediately (like 4/5 criminals), and I also spent 2 donuts to complete... It's a conspiracy I tell ya!
