Drop rate for crafting items?
I think they said it's 10% for lockpicks, which is pretty close to what you've got. Criminals spawn quickly and are all over the place. You should have no problem getting them.

Update: I got the 5th lockpick so it is possible.
Do you collect handcuffs from felons only if the Collector fights them? I still have Pie Man and Fallout Boy fighting, and the rewards are pies.
