Dropping feds instead of tapping gifts when visiting neighbours

I'm no where near part 9 of the quest where I'd be able to drop feds but this morning when I got up there were two feds in my town and I got a gift from each of them. It was too early in the morning so I wasn't able to read the text that shot up from them so I don't know who dropped them in my town.
