You're still running into two separate problems.
1. 5 donuts, or even 1 donut, is not "free", it's premium. Even though they're quite easy to earn for free, donuts are still premium currency sold for real money, therefore any donuts-only price does not meet the criterion of "free". Short of changing the name to "premium land tokens" donuts-only token sales are a non-starter for this reason alone.
2. It's such a low price that it's hard to imagine EA offering it.
Strange, yes, that 5 donuts is both not-free and too-low, but that's where you are here.
I think they were fine simply offering land for escalating amounts of free in-game money. The fact that those days are apparently over suggests that those who argue this is designed to slow land expansion to a trickle are probably right. Most likely, the best we can hope for is that future events will dole out the tokens at a slightly higher rate.
