Maude is still stuck in that stupid ghost form.

In order to bring Maude into the game as a "living" character they would have to jump through hoops - like some kind of interdimensional twist thing. And they'd probably need special permission from FOX and Gracie Films.

There is no hoops or special permission they have to jump through or get in order to bring alive Maude into the game.

And the Frank Grimes we have is the original, NOT the son.

Rabbi Krustofsky, Marvin Monroe, Shary Bobbins are not ghosts either.
