What is your elf spawning rate? My guess would be whenever you resynch you get 3 more elves regardless of time (because I'm down to a 50 elf bank)
I have a total of 918 between elves shot and in bank as of making this reply. Using 9am christmas morning (my first login after phase 2 went live) as a reference point that is 6.3 days. Which amounts to 6 elves per hour.
