Yes, being able to scroll two way would be super awesome!
I like your ideas of having it listed by date/time of last visited, and/or neighbors' listed first that have actions waiting for you. Currently my workaround is to go to main friends/neighbors page and scroll to where there's action(s) waiting.
I do not yet have the SH (Springfield Heights) expansion yet.
