Just wondering is this always available or it this building/character combo limited time only? Just wondering before I decide on picking it up.

Limited time. It's a returning combo from the Rommelwood Academy mini-event that happened last year. Just as an FYI, Leopold (the associated character) does not have an independent 4-hr task (it's tied to Chalmers) unless you have an active "All Springfielders" task (such as "Get Motion Sick" at the Walking Kwik-E-Mart.
