I agree with this. Clearly there is a lot of different opinions on the subject, but I will try to explain why I like it when my neighbors collect from the shortest cycle buildings. (And why I do the same to them).
1) Graffiti will allow me to collect revenue from buildings that otherwise do not generate income. However, tagging my buildings causes my Righteousness rating to drop and therefore my overall Conform-O-Meter bonus to drop. The loss of 0.5% on the Conform-O-Meter bonus will cost me much more money during the time that it is lower than I will ever be able to collect from cleaning the graffiti up. Ultimately, in order to restore my Righteousness rating, I will end up cleaning my neighbors buildings, even if I have to graffiti them first.
2) Tapping on my longer cycle buildings will, in theory, allow me to gain more from them over a given period of time because the timer is reset on those buildings. However, I generally have all my building collection times synced up (e.g. all my 4 hour buildings are ready for collection at the same time, all the 8 hours at the same time, etc). At this point I have purchased all of the land available and I use the synced up schedules to determine where in my town I need to go collect from. When a neighbor collects from one or more of these longer cycle buildings it causes them to be out of sync with the other buildings of the same time cycle and I will wind up missing some of them when they are ready for collection.
For example, any time I enter my Springfield, I head over to my residential district to collect the buildings that I know are up (i.e. Simpsons House, Brown House, etc.). While I'm over there I might notice that the Orange House is ready for collection. This tells me that the other 16 hour buildings are ready too, like the Springfield Observatory and Fat Tony's Compound. These other buildings are in areas where I usually don't need to look for things (like characters completing tasks or other short cycle buildings), so I may not check those areas if I don't see another building of the same time is ready. Especially if I'm just jumping in to quickly rotate a couple of characters while I'm at work or out with friends. If a neighbor has tapped on my orange house during a visit, the next time it is ready, the other 16 hour buildings won't be ready. I will, of course, check them and not collect anything. When they are actually ready for collection, I may not notice and miss collecting them.
There are too many variables here to determine the net effect on my earning, but I believe that this will be a net loss for me. Also it irks my OCD. :)
Ideally, the thing to do is to ask each of your neighbors what their preference is and do that for them. Not really feasible, especially if you have a large number of neighbors.
On a side note, I do think that if you are visiting a town and notice a wilted crop at Cletus' Farm, you should tap on it to give your neighbor a chance of harvesting it and not lose money on the planting.
I also try to avoid collecting from peoples house farms so that all of the houses in said farm are on the same schedule for them.
