Tapping Weird Al makes the Fans run toward him - at least while he's playing his accordion. While this definitely works the problem with using it is that you have to locate HIM first. :p
Tapping Fans in neighboring towns: You can only get event currency from the first 10 neighbors (or rather I should say the first 30 Fans you tap) each day. Tapping Fans doesn't help neighbors, so I'm only tapping 30 Fans a day.
You can drop Lawyers in neighbors towns using the button in the upper right corner of the screen. Towns can hold a maximum of 10 Lawyers. Clear any Lawyers in your own town as quickly as possible so that your neighbors can drop more in your town. Lawyers expire after a given length of time (I'm not sure how long - 4 hours is the usual with this type of neighbor interaction). Lawyers pay YOU back as well as helping your neighbors - Tapped Lawyers pay back more.
The optimum time to drop Lawyers in neighbor's towns is just before THEY start playing for the day, or just before they log in to reset the 4 hour musicians.
The Lawyers in my towns are gravitating to the area near my venues - a good reason to move the venues together.
My towns have limited street areas. The Fans and Lawyers like the streets. Get rid of your streets (you can replace them with concrete or dirt). Anyone visiting MY towns can easily find Fans to tap on my street section (blatant self promotion o:) ).
