Why would you put everyone on a task if turning them into minions is what creates event currency?
If no characters are available, minions will still be generated automatically. I am not sure if having characters free means that we'll earn more currency, but none of my characters are free, and after a little over four hours without visiting my game, my town was full of minions anyway.
