Evil shop owner

I just got the evil shop owner/evil doll ( forget his name, Pete??)
Anyways, I thought " Pete" was a boardwalk NPC. Am I wrong?? Because I can't find him anywhere.

    Even the ‘sea captain’ got confused, he thought it was Handsome Pete, but it was Krusty the doll, that Bart had asked about.
