I'm confused. Did you never build the Legitimate Businessman's Social Club? Fat Tony unlocks with that. (Not associated with it like most characters, just unlocks with it. Much like Rod and Todd unloc...

Might be worth a shot to sell and rebuild the businessman's club, but I'm not positive it will work. Can't think of anything else to try, though.
That's what I mean when I say he isn't associated with it. He unlocks with it for most players, but that's the only link to the building he has.
