Yes, they seem to come into view if you are in one area. I have notice that when I deploy my 3 Feds, it takes you to different parts of SF to drop them, like the gremaliens.
If you have your people on a "limited" walking area (I have my roads in a small circle by the workshop) the Feds don't tend to walk there. They go between buildings away from the road.

Thanks for the reply, maybe I wasn't waiting long enough for them to walk into view, I'll give it a little more time before I go scanning my town for them next time.
