About the same for me too. I'm not that bothered so much now, I've got the buildings and I don't want a load of repeats.
I've nowhere to put them anyway.

I gave up trying to get 3 at a time - once I got up in the middle of the night to launch a felon and decided that's silly (for me). So I also only have 2 at any one time.

2-3. Only way I can get 3 is if I log in during working hours (bad!), but sometimes when there's a lull, I do that just long enough to get the felon. Often, that results in my having to stay up about 20-30 minutes late to get the last one, but I make do if I need to.
