I'm guessing you have to Craft those Gold Tiles, like Boardwalk Tiles or Crosswalks, with a set of 24h tasks so it gives you the option to make 'em or ignore 'em( I've seen there's 24h jobs for Burns and a couple of others, dunno how it works yet )

So if the progression is $40M then $80M, this may be $160M?
