Mrs. Bouvier's task is "Look after Patty and Selma's Apartment", not watch it. 'Look after' means clean, so it wouldn't matter if they were home or not. I don't know if Patty and Selma are slobs, or if thier mother is one of those people who just don't think anyone else can clean things "right".
