The upside to NPCs, for me, is that it adds Simpsons characters to my town that I don't have to task. I prefer to send each person on specific tasks, so going through all of them (I also hunt and find them old school) takes a while. It makes sense now that each of these dossier characters are going to be NPCs, like the Screamapillar.
similarly, it adds character by adding characters that actually walk around my town... majority of the taskable ones are partying away in the she she lounge 24/7. used to never care about npcs, let alone spend donuts on them, but i've changed in that regard.
