Why? NPCs are found in many of the character collections.
Yup - those "Collections" don't discriminate between playable characters and NPCs.
I forget that sometimes and "panic" when I think I missed out on a playable character - like when I see that I don't have all of the "Old West" characters and then realize that the group includes NPCs...
