Game is dying.
Agreed. Maybe 4-5 people visit a day and there's no real reason to visit except for a measly few thousand dollars. No incentive.

- I get like this before every (major) update. I keep everyone on 24 hours and try to visit daily and grow trffids to fuel XP.
Basically just want to save money now. - During down times while waiting for the next update I like to rearrange my town or just change my design. I am tempted to put everything in storage and rebuild the town.

It would have been nice if they had a visit random neighborhood feature. Maybe get rid of other and give you like 5/10 random cities

It's really a question for EA to answer. The rule is somewhat ambiguous.- I personally think EA will give an update soon as they restructure their company with new personnel. Also they are trying to probably get Origin to work for everyone. This may not be the only game that hasn't had an update. Just stack your $$ and be a little patient :)
- I would like to see a random prize for tapping on a friends building--say a premium item or character.
Or a random prize at the end of visiting say the 10th friend.
Something along those lines.
