Another tip, as others have mentioned, xp accumulates faster than game level. So your XP level will always be higher than your gameplay level.
You can buy the building/character at the level you're on and put the quest on hold. Once you've unlocked the character, you'll soon be able to get the building/character at the next level. Your task book will get pretty big but it's a way to get your gameplay level up faster to get Quimby.
(the gameplay level you're on is the last character's level you unlocked).
