These mini-event are a new thing EA is doing. In the past this type of event would most likely been a level update. It effects both new players and old since its time limited. If for whatever reason you can't or don't complete it you miss the prizes where a level update the prizes would stay until you get to it.
Its OK to miss some of the prizes. You still have plenty of free content coming as you progress. I'd guess 30-40 free buildings from level updates plus all the stuff from friend prizes, Springfield Heights, Krustyland and Squidport. The more you progress the easier completing future events will get.
I had some of the same issues as you when I started playing. I missed several prizes during my 1st two major events, had problems with level quests not starting and not enough in-game cash to get some of the limited time items I wanted. I bet most players did at some point.
I don't think you started the game too late. There will still be lots of chances to get new items in the future. If you like the game keep playing because there will be much more to come.
