The fact that they actually made a character of Lyle Lanley for Tapped Out, animated him, included him into the storyline & even made him task able, clearly shows that it is possible to have the Hartman characters in the game. Especially considering that no characters besides the main 6 actors are voiced.
That's what the annoying part about it is, they already did all the hard work, it would've been easy to let us keep him.
