I reciprocated a visit from a neighbor and they had nothing to tap. Smallish town so i searched until l found their gingerbread couch with the Simpsons sitting on it. I tapped it and heard the crunching sound effect though the Simpsons remained sitting on the couch. I left their town and went back in and, ta-daah!, there were buildings to tap. The Simpsons were still sitting on the Gingerbread couch.

I finally found someone who I'm sure is active and was able to find their gingerbread couch. Tapped it, heard the crunch, went to the next town and came back. Sadly nothing to tap.
What I do find I can often do when there is nothing to tap is vandalize buildings. Even if there is no spray can icon. As long as the building isn't already tagged, I can usually vandalize it.
