It does work. But not every time. Seems like I get it every 3 out of 4 neighbors.
I assume the neighbors it doesn't show up for it has been collected by the owner? And the ones who do (but it disappears quickly) are where it is available to the town owner but has been collected by another neighbor?
That was my first guess. But I had one with tickets over the entrance and clicked it, left, came back and no tickets.
Also, you have to do it rather quickly upon entering. Like as soon as the entrance pops up, click it.
I start tapping right above Homer's head on the spinning pie screen as I go into my neighbors' Krustylands. It doesn't work on every town, but it does on work on most.
