I have been having problems with Maggie, as well. She shows up everyday on my Krusty Burger that has the "Krusty Murder" skin. I always have to abort the attempt at finding Maggie as I can't get the tap to register (tapping on her, all over the building, and even around the building). I then log back in, store that particular Krusty Burger (I have two in my town), and then Maggie will appear somewhere else for me to find. Then, after I take the Krusty Murder building out of storage, I will still have Maggie on the roof of that building, as well as around town doing whatever task I assigned for her.
Have you considered maybe turning off the Krusty Murder skin?
