The fact that these non-free items with their tasks don't come back around is just another reason why Tapped Out isn't actually free - you can't get certain things without paying for them.
Now if the game wasn't called free, I wouldn't mind. But it is called free. Except it's not.
Again, this concept is not a difficult one to grasp. The game is free to play. You don't need those things to participate.

I agree. If I dont like how a Pizza tastes, Im not going to keep ordering and complainingb hoping they will change just because I like pizza. Im going to find a place where I like their food.
