What they should do is allow people to get to a limit and then click a box that says: I understand my device has limits and if I continue to add decorations to my game, my device may not have the memory and storage to open my game, possibly ever again and my game will be ruined.
I remember someone else was agitating for this approach a while back, but nothing ever came of it.
If so, @KrustyBrand, may I offer this:

Until they stop support for older devices I can't see this ever changing IMHO.
I understand EA has to be careful not to alienate tappers with older devices. This isn't a request to increase the limit across the board - I'm asking them to do it individually. Each town/ea account is different. Not everyone has Barney's Bowl-A-Rama, they had to pay a price. I am willing to pay a price to change something attached to my town and my origin account.

I know exactly what you are saying but what I could see happening is someone on an older device paying donuts/money to unlock the extra item count only to find that in then becomes unplayable on their device and the complaints that would follow, that's why I suggested that I can't see it changing until the support for older devices is dropped.

Fair enough @devilhunt1449. To appease your concerns, I'd then suggest there be fair warning, similar to what happens when you nuke your town:
"Are you sure you want to purchase this limit increase?" (User taps "yes").
"Be warned, older devices may not be able to handle this increase." (User taps, "Yes I'm sure.")
"Okay tapper, I want to be clear: if you purchase this increase, add 5000 items to your town and it becomes glitchy and unplayable, you will have wasted your money. Once again, are you sure you want to buy this item increase?" (User taps "yes").
"Alright, Rockafeller. This is your last chance. We are telling you this is a bad idea. If you click "yes" to purchase this increase and your game is ruined, you can't blame us. Don't bother EA help. Don't complain about it publicly. Do you still want to make this awful decision?" (User taps "yes" and angels sing)
Would the implementation of such safeguards be sufficient enough for you to reconsider the idea?
Not that anyone other than @BLITZDonuts cares, but I had a fun little thread from earlier this year some might find amusing.
@BLITZDs - this includes previously and unpreviously seen hilarious commentary as well as screen shots/explanation of how I went 5,000 items past the (at the time) 9,200 limit, which I'm certain I could replicate to 15K if were so motivated, and so much more . . .
For what it's worth, I gave up on designing in my main town at least a year ago - basically have just been doing event/theme ideas with the SF Heights area and dumping everything else to inventory or on the outskirts. I fully intend to resume building the main town area some day, but as new land keeps being released and the deco limit in flux, I'm in no hurry - will get around to it eventually.
If you've some time to kill and nothing better to do, feel free to check out my little "repository thread" of designs, etc. or find that previous deco count discussion HERE
Cheers, fellow hardcore builder :*
