Try removing your cc info from iTunes and then enter it back. :?

All else fails phone Apple and speak to tech support
In the mean time I have rung my mate who has had this happen to him (well not about the free app bit) he working at the moment so hopefully he will ring me when he finished and I can let you know what he did to get round this :)
Least on the plus side other people have had this happen so your not a one off case :) Have you googled the problem?
