Honestly, I have no clue why what I listed worked (or if it'll be replicable in my other 2 town's)-- ever since we got the elf tunnel it's been complete a task, go to KL, go back to Springfield and hope that clears things (it also affected level 48 tasks, the most recent Apu and zutroy...idk what is up with the servers and synchronization but it also impacts FEDs and elves (basically, if you get anything from the game like the daily bonus elf, go to KL to actually receive it...it's annoying
