How do I get Dr Marvin Monroe?

Yeah, it's just really confusing to be honest, shouldn't really tell you you need to get to level 52 to unlock a character and then when you get there it doesn't unlock, usually games would be set up to guide you through and continue so you know what to do to unlock it rather than guess work or it just not unlocking for whatever reason.
I'm a bit annoyed to be honest cause I was purposely building up the XP and doing lots of things to get to the level so I could specifically unlock this character. The Family Therapy scene is one of my favourite ever scenes in The Simpsons among many, however I really wanted this character specifically and now I've got there and done all the work and it's not unlocked. So frustrating.
