How do you get the escalator and the skyscraper?

First, you need to accumulate 150 friends who you can access their cities.

Second, you need to accrue 1,500 hearts.

Third, ok, I can't keep going.

In truth, you can just buy them.

the escalator costs 1,000,000 and the tower 2,000,000. You did do the update right?

Yh of course but all I can see are the decorations.

If you did the update, you should have a Springfield screen when you first tap on the game that is full of hearts - with a Cupid Bart shooting Homer with a heart arrow.

If you don't have that, you did not do the update.

After that, tap on the saw and hammer icon. Then tap on the icon that looks like a house (next to the golden Buddha Homer). You should see options for houses and Kwik-E-Marts and the option for those two new items. Just scroll through the options.

You cannot buy them unless you have the money.

Are you looking in the area for the buildings? They are not in the decorations or in the valentine update special items.
