How do you handle Sideshow Bob?

I noticed that if I let him run around my town, it stopped the irritating popup about him being spotted, so generally I do that. I ended up tapping him during xmas because his speed kept triggering my "Fed!" reflex even when there were no feds in my town, but I'm back to letting him roam. I have so many training walls it doesn't matter.
If I see him on visits I'll tap him, but I don't go out of my way to do it. I'm not sure there's any benefit to my neighbors if I do or not.
