I think cleaning up is completely random. However Sideshow You seems to be consistent @ 300 balloons popped. If you pop (6) balloons a day (2 visits to Sideshow You), you should get the (5) donuts every 50 days. I manage to squeeze in a few (9) balloon days to bring my average to every 45 days.
Cleaning is random and the next time you win 5 donuts from sideshow you can you post a screenshot because some think it's no longer working and wait are you talking about from underneath the balloons?
I got my first 5 donuts from Sideshow You last night so it is still working.
