How To Drop Gift Bags?
You have to start the quest. Also , you can only gift neighbors who have the update. Hope this was helpful.

Yep. I was stuck on 2 bags for the longest time and was like WTH!! I wanna gift people stuff!! Once I got my third bag it instantly threw a dialogue btwn homer and lisa even though they're on tasks.

That is really going to slow the process down a bit. - Somebody dropped a gift in my town and I got a coin for krustys wheel.
