I don't normally like making posts like this but...
My theory is that they've been quietly retired. They are almost redundant due to high amount of complex content we now get.

I'm pretty sure they'll add a level 60, and then 61... it just takes time, and it's not reasonable to do a level upgrade while an event is going on (which they did recently).
