Your billion in cash --> XP collider + bloodmobiles/rat-trap trucks = loads of level-up donuts
To increase your %, donuts --> mystery box % items (news vans and I&S billboards)
Sell bloodmobiles/rat-trap trucks and repeat.
(Maybe don't buy too many of these at once - if your game crashes at the wrong time you can lose a few)
