I just wanna say I'm no double haunter

It's a game mechanic. EA placed it in the game. We should blame the developers for placing this behavior in the game. You don't get XP if you do it. Most people are more worried about the goo though. I'm wondering if it is a penalty for not checking on your Town often. I have noticed not all houses can be double haunted. Seems like it is only the houses that stay haunted for an extended period of time.
