I unlocked all the castles but i cant place them

For some reason it let me start Bart's castle in my A-Town before the indicated time, but didn't let me start it in my B-Town. I don't know what finally triggered it in my B-Town, but I was way past part 9. So in my A-Town it was very nearly built by the time the dialog about it started. :)
