I delete neighbours who are inactive. The period of inactivity depends on whether there is an event going on or not. If there is an event, I usually delete neighbours who have been inactive for a week or longer. In between events I delete inactive neighbours only if I have neighbour requests waiting. I also delete towns that crash my game.
I don't track neighbour visits. It's just not worth it to me. The only time I did try to do some sort of tracking was during the last Christmas event, because I did not have enough gift bags for all of my neighbours and I wanted to make sure the ones who deserved them most got them. I myself try to visit my 100 neighbours on a daily basis. (during and in between events) It doesn't always work out, but I do my best.
I have absolutely no problems with the way the town of my neighbours look. If they want to throw everything down without roads or any coherence, that's fine by me. Don't mind farms either. If anything, it gives me something to tap during events. :) I only minded it when we still had stackables and only got friend points for graffiti. It made it harder to find those things to tap. As a result it took forever to visit all my friends, so sometimes I just ended up tapping the first 3 things I could find and that did not feel good. Fortunately that's not a problem anymore. I don't graffiti anymore either, because some people get upset if you do (and you never know who they are). So I only graffiti when there is nothing else to tap.
I don't mind having forum regulars as neighbours, but I don't seek them out. Any neighbour is fine by me. I will try to make room for new players to help them along with their town. Those are the neighbours that give you that satisfaction of really making a difference. So the level you're at doesn't matter as long as you're playing regularly.
