As soon as I made a conscious effort to fire my cannon on cool down (read: set a timer), I quickly blew through my excess elves. I'm now in the situation where I don't have enough elves to keepmupmwith the cannon cool down.
As such, I'm not setting timers or worrying about firing on cool down.
