It was originally used as a test feature. The game was difficult, so it was designed as a way for Konomi's testers to be able to test the game. Since the testers had trouble with the game (without the code), they left it in the game for all players that would have difficulty with said game (on a game by game basis - for the reward for entering in said code).
I guess that depends on who is telling the story. I heard it was created for the testers and was accidentally never removed. That could only be true for the original gradius, as it was obviously included in their other games purposefully. Either way, its a cheat code. It's been around for 20 years, never have I heard of it referred to as a feature, it has always been a cheat code.
I think because "cheat code" sounds much cooler to say. It gives the impression of a cheat. It is coded into a the game, whether it's a feature or a cheat, I'll never know. All I know is I heard it was programmed into a game, due to the game's difficulty - so the testers could make it further into the game to ensure of the game's quality. I don't know if it was not removed by accident or not - I remember reading about the execs made the decision to leave it due to the internal testers difficulty.
