I've been wondering about the collect all function and I thought it was a myth. Is is supposed to collect all?
I expect this is just players getting confused between rushing and collecting. The Unemployment Office can be used to rush all tasks (including for FREE when 90% complete) but afterwards you still have to go and collect all the income and XP. This is a great feature that's not always obvious to everyone - in order to rush all tasks for FREE ($0) it's very important to start characters on the same length tasks at the same time, i.e. don't start any more characters on the same length tasks later, otherwise they won't be ready to rush for FREE at the same time as all the tasks that are already in progress.- Muhsterino8 years agoRetired Hero

I use the 'rush' feature frequently, sometimes I can get 16 or 17 hours of tasks in a time span of around 15 and a half hours. This is just after 3 hours 36 minutes on 4 hour tasks:
http://i.imgur.com/gPiUpknl.jpg - I use it all the time. I'm very strict - in my Springfield any characters that aren't available to start tasks of a certain length at the same time as everyone else have to do something different instead until the next cycle - no exceptions, even during events!
- If I was a more disciplined or frequent tapper I can easily see where the “rush” feature would be somewhat beneficial. As things stand, I think I’ve taken advantage of it two or maybe three times.
- mystery2mi8 years agoSeasoned NewcomerThis morning I had a daily task to send 5 kids somewhere (forget where) for 3 donuts. So, the first thing I do is free everyone from the She-She Lounge so I can get all of them out of the way first. Next, I went to the job manager to send them all back for another 4 hours at the She-She, and I couldn't send a single one! Mind you, no children can be sent to the She-She. They are all adults and assorted creatures. I had to send all of them one at a time. I don't remember a specific group of characters, in this case kids affect sending other characters through the job manager. Luckily, the daily task for the kids was only 1 hour and the job manager is working correctly again.
