If that wasn't an issue, then removing inactive friends entirely is not something you'd necessarily want to do.
In the last two major events, it's the inactive (and preferably somewhat low level) friends that you would've wanted to visit (ie. hide all active friends).
I did exactly that for the last 2 events! Hide all friends level 50 or higher, show 49 or lower even if they hadn't played for months. Makes the where's Waldo friend visits easier!
