That statement is a huge matter of opinion. I can't speak for everyone but when I'm busy with school work and work, I'm not thinking about this game. I only log in twice a day during the week. Maybe more but those are usually negligible especially when aliens don't fully respawn in a matter of an hour. With that said for people who actually have other things to do this event may have been a bit difficult.
My opinion is based on the fact that I work all day and don't play at all while I'm at work. I send the kids trick or treating in the morning, and pick them up in the evening. All I can do is play a bit in the evening and if I happen to be home on the weekends. Even though I haven't blown away the goals, I have gotten everything so far. So my opinion is that this event is definitely doable for people who work and do other things and that is based on personal experience.
