I had this problem also. You can check which games/items are using your iCloud storage & delete whichever you no longer use to make more room. TSTO uses 75.8MB on my device.
I had Genshin Impact that was using huge amounts of storage & had to delete it.
One other way is to buy additional iCloud storage which in my case is $1.49 (AUD) per month & had no problems since.
