I wasn't here the first year, so maybe that's the reason I didn't buy it, but I was so totally broke the second year that it's entirely possible that I didn't get it even if I saw it, assuming it was ingame money. (If it was donuts, I would have it. Who needs to feed their family when there's a ghost-zapper at stake?)
The Ghost Zapper was first available for Halloween 2013. It was a limited time premium item that once you tapped it, it would zap all the ghosts in the area at once. Pretty nifty
Nowadays it looks great when you add it to Frinks Lab. That's how I have mine set up
