Maintenance is usually done at like 1 AM pacific time. If the servers are down right now, it's due to overload or some sort of attack from the lizard squad.

Every time I've not been able to log in I would switch from either wifi to my data plan or the other way around and would be able to get in no problem. I think since they route through different companies they end up hitting EA from different directions and possibly go to different servers. It has worked for me every time.
